The pool balls around the outside are numbered 1 to 4 and clearly represent some sort of order. The fact that the numbers are rotated strongly suggests that the square needs to be rotated in the prescribed order. You may also notice that there are four rotations and four digits in each binary number. Putting this all together, along with the hint to use Braille, we can now solve this clue. First, look at the original rotation of the square, with the 1 on top. Split the square into 6 2x3 sections, and use the most significant (first) digit in the binary number to decide whether that square gets a dot in it or not (1=yes, 0=no). When that is done for all the squares, you have six Braille characters, as shown in the picture below.

The letters look like they are starting to spell something, so this is clearly the right approach.
